Hong Kong, a former British colony for over 150 years became a Special Administrative Region (SAR) of the People' Republic of China. The Basic Law of Hong Kong, its constitutional document, which stipulates that Hong Kong shall have a "high degree of autonomy" in all matters except foreign relations and military defence, governs its political system. As one of the world's leading international financial centres, Hong Kong has a major capitalist service economy characterised by low taxation and free trade. In the healthcare sector there are two main divisions operating to serve people. One is the Public Health service which includes the Food and Health Bureau, Department of Health and Health Authority which govern the making of policies, ensuring quality and subsidiaries for the people and the other is the private health service which includes private hospitals and clinics which are monitored by the Department of Health.
